Xamk to establish a concrete testing laboratory in Ukraine together with a local university to support reconstruction

According to a 2023 estimate, Ukraine’s reconstruction needs over the next 10 years will amount to more than EUR 400 billion, and as the war continues, these needs will continue to grow. When the war ends, Ukraine will be one of history’s largest construction sites. Demand for concrete testing will increase significantly, as quality assurance is critical to the success of construction projects.

The concrete testing laboratory is not merely a technical investment – it is a symbol of trust and cooperation.

The new laboratory will be established in cooperation between experts from Xamk’s KymiLabs laboratory and LPNU. The laboratory will offer a wide range of concrete testing services accredited to European standards. The accreditation guarantees the reliability and impartiality of the results and contributes to Ukraine’s integration into the EU. The laboratory is implemented under a licence agreement in which Xamk acts as the licensor and LPNU as the licensee.

“Xamk has more than 30 years of experience in concrete testing, and this valuable know-how is transferred to Ukraine. The collaboration will utilise the strengths and expertise of both parties, which will ensure the laboratory’s long-term success,” says Project Manager Elli Tykkä from South-Eastern Finland University of Applied Sciences.

KymiLabs designs and implements training for local personnel to meet the requirements of operating in an accredited testing laboratory.

“This is a solid example of how Finnish expertise can support Ukraine’s EU integration and reconstruction. The concrete testing laboratory is not merely a technical investment – it is a symbol of trust and cooperation,” Tykkä points out.

The establishment of the laboratory also strengthens Lviv Polytechnic National University’s role as a regional centre of expertise and lays the foundation for future cooperation in education and research between Finland and Ukraine. Lviv Polytechnic National University (LPNU) is the largest university in Ukraine and one of the oldest technical universities in Eastern Europe.  It was founded in 1816.  The university is known for its high academic standards and innovative research activities, and it has strong expertise in the testing and quality assurance of construction materials.

This is a solid example of how Finnish expertise can support Ukraine’s EU integration and reconstruction.

The two-year project ‘FREEDOM – Founding an accredited concrete testing laboratory in Ukraine through a licence agreement’ will end in October 2026, and it is funded by the Finnish Ministry for Foreign Affairs through the business partnership programme Finnpartnership. The laboratory will support the development of the Ukrainian construction sector, quality control, and the construction of infrastructure in line with EU standards.
