How to apply?
Restoration of right to study
A student must enrol as attending or non-attending for each academic year.
A student who has lost the right to study due to failure to enrol can apply for restoration of the right to study, provided that the study right has not yet expired. A student who is liable to pay tuition fees and who has lost the right to study after not paying the fee and not enrolling as non-attending, or after having the tuition fee refunded to them, can also apply for restoration. The decision is made by the Director of Education.
Renewed right to study
Students can apply for renewed right to study to complete an unfinished degree without applying for a new study place in the joint application. This option is available when studies at a Finnish university of applied sciences were interrupted no more than five years ago. The decision is made by the Director of Education.
Timetable
Applications are submitted electronically. Please check the application form for the current application period and deadline.
For restoration of right to study, the restored study right usually begins at the start of the next semester. For renewed right to study, the study right may also begin during a semester, depending on the decision and the student’s situation.
Eligibility criteria for restoration of study right
This application is for students who have lost their right to study after failing to enrol as attending or non-attending for the academic year and who want to continue their studies at Xamk.
Before You Apply

⚠️ Important:

If you have any questions, please contact the Student Affairs Office via the Xinfo service.
Students can apply for restoration if:
- they failed to enrol and lost their right to study, and
- their study time has not yet ended.
Students who are liable to pay tuition fees may also apply if the right to study ended because the tuition fee was not paid and enrolment was not completed, or the tuition fee was refunded. Please note that limitations may apply in tuition fee cases.
The semesters that a student has neglected to enrol as attendant or non-attendant are counted together as a non-attendance time. If the maximum amount of semesters for non-attendance has already been used, the time of absence caused by failed enrolment shortens the right to study time.
Attachments
- Attach an up-to-date transcript of records (PDF) if students have previously studied as attending students.
- No attachments are required if studies were not started as an attending student.

Entry into Force of the One Study Right Rule on 1 August 2026
The legislative amendments related to the One Study Right Rule (amendments to the Universities Act and the Universities of Applied Sciences Act) have been confirmed. This means that in the future, a student’s study rights at the same or lower level will be terminated if they accept a new study right leading to a degree. The aim of the legislative changes is to provide the opportunity to complete a higher education degree to as many people as possible who do not yet have a degree or a previous study right.
The provisions apply to universities’ lower and higher university degrees, universities of applied sciences’ bachelor’s degrees, and master’s degrees from universities of applied sciences. Doctoral degrees, commissioned education degrees, international joint and double degrees, and degrees from the National Defence University and the Police University College are excluded from the regulation.
The Finnish National Agency for Education is preparing the implementation of the legislative changes in the Studyinfo services. In the future, when a student accepts a study place, they will lose their existing study rights. At the moment of acceptance, the applicant will be shown which study rights will be terminated as a result. The decision to accept a study place—and thereby terminate previous study rights—is binding and cannot be changed afterwards.
The legislation enters into force on 1 August 2026. The One Study Right Rule will be applied for the first time in application rounds starting after 1 August 2026, in which students are selected for studies beginning on or after 1 January 2027. The rule will be in effect in the autumn joint application. It is important to note that a student’s previous study rights are terminated only when they accept a new study place; otherwise, existing study rights do not need to be relinquished.
According to the legislation in Finland, an applicant has a right to request for adjustment to the decision concerning student selection within 14 days of publishing the results of student admission.
If you believe that there has been a mistake in the student selection and the admission criteria have not been applied correctly, you must first contact admission services at the university of applied sciences where the student admission decision has been made. If the decision was made at Xamk, contact: admissions@xamk.fi.
If this does not clarify the matter, you can make a written request for adjustment to the decision regarding student admission.
A request for adjustment must specify the name and contact information of the person making the request, the decision that the request for adjustment concerns, the points of the decision that adjustment is sought for and the grounds for the request for adjustment. If necessary, supporting documents can be attached to the request.
The request for adjustment concerning student selection at South-Eastern Finland University of Applied Sciences is addressed to the Examination committee and delivered to:
South-Eastern Finland University of Applied Sciences
Examination committee
Paraatikenttä 7, 45100 Kouvola
or
by email to tutkintolautakunta@xamk.fi, topic of the message stating “Request for rectification for the Examination committee”.
