FUSECO
Future Professionals for Safe & Healthy Construction
FUSECO‘s 29-month initiative focuses on promoting sustainable, low-carbon, safe, and resource-efficient reconstruction in Ukraine, in alignment with European principles.
The project is funded by the Finnish National Agency for Education (Opetushallitus) for the period 2026–2028.
Developing Pedagogical Solutions for Sustainable Reconstruction in Ukraine
Towards sustainable and secure future
Promoting Sustainable, Low-Carbon, and Safe Reconstruction in Ukraine
South-Eastern of Finland Applied Sciences has been awarded a state grant from the Finnish National Agency for Education (Opetushallitus) for a new pedagogical development project titled FUSECO – Future Professionals for Safe & Healthy Construction.
The project is funded by the Finnish National Agency for Education (Opetushallitus) for the period 2026–2028.
The future reconstruction of Ukraine requires new types of expertise, a deep understanding of the green transition, and robust pedagogical support. This project develops educational solutions and operational models designed to support Ukrainian actors and society on their path toward a more sustainable and secure future.
Core objectives and Key actions of the project:
Competence in Sustainable Reconstruction: We develop pedagogical content and training models that focus on low-carbon solutions, circular economy, and resource-efficient construction methods.
Implementing European Principles and Safety: We ensure that all educational content and practices are based on European standards, quality requirements, and the principles of comprehensive security.
Open and Scalable Materials: We create learning materials that can be utilized widely and flexibly across various educational institutions and organizations.
Background and Rationale
The future reconstruction of Ukraine requires a major shift toward the green transition, circular economy, and modern educational solutions. Instead of simply rebuilding what was lost, the goal is to rebuild better, greener, and more securely.
By leveraging Finnish pedagogical expertise and cross-border collaboration, this project builds the necessary competence and educational frameworks to support Ukrainian institutions, experts, and society on their path toward a sustainable future.
A cornerstone of the project’s international collaboration is the strategic partnership with Lviv Polytechnic National University (LPNU), one of Ukraine’s oldest and most prestigious technical universities.
As a primary co-development partner, LPNU plays a vital role in ensuring that the pedagogical models and learning materials meet the real-world, localized needs of Ukraine’s current rebuilding efforts.

Project Outputs and Materials
In accordance with the funding criteria of the Finnish National Agency for Education, all pedagogical models, guides, and materials developed during the project will be publicly available.
As the project progresses, the outputs will be shared openly (for instance, in the Library of Open Educational Resources, AoE.fi) to ensure they can be freely utilized by other education providers and stakeholders both in Finland and internationally.
